Policy and Doctrine Development

HMS’s policy and doctrine development service provides a fundamental framework to the establishment of a sustainable C-IED capability. From this, standard operating procedures which support the successful implementation of doctrine are established. Many consultants have set policy and doctrine at a fundamental level with some individuals leading C-IED policy and doctrine development supporting NATO and at ministerial level. Clients develop their C-IED procedures based on the policy and doctrine services delivered by our consulting services team. These services include the provision of policy papers, briefings and incident management plans which form the basis of our clients’ C-IED structure.

Civil Administration

HMS takes an overarching approach to policy and doctrine development which commercial clients can use to manage incidents and mitigate the risk of a terrorist attack. These procedures can mobilize the response, minimize the risk and ensure the swift return of post incident business continuity if an attack should occur. Military Transformation

HMS input was used in the formation of policy and doctrine that is in effect today in major countries and within NATO. Maritime

In order to ensure shipping and port security, national maritime C-IED structures must be put in place and maintained. HMS’s consultancy division can offer support in the development of policy and doctrine to areas such as shipping, ports and vessels. Effectively dealing with a terrorist threat or incident can determine whether a shipping port remains open for trade or whether a tanker reaches its destination. Our unique maritime capability is well established both operationally and at a strategic level.
